With the newest GAMMA build I rushed through a simple loner play though to unlock and try an UNISG route again. On this UNISG play through, I ended up finding Expert tools on my third green stash, first in the northern zones (Limansk). Luck. you need to work with the mechanics to get better items with them, find and hand in some toolkits, wait for them to restock and you should get them. Once you hand in a basic and advanced tool kit I believe is when the mechanic will restock with that kit to buy. Other than that craft it if you have found the recipe.Another_3. •. They only spawn in yellow stashes and I think only as rewards for missions. The basic and advanced tools are spawned on southern maps but the expert tool only up north past Red Forest. In my current playthrough I found an expert tool kit in Pripyat and it took forever to get it.
