There is no new system firmware past 11.2. Sounds like you have a broken system FW. You should consider downgrading back to 9.2, confirming AL9H is still working, and then update back to 11.2. It really sounds like something is messed up, and plus if the 3DS wants to update, then something is not right.If you are prompted to fix the RTC date&time, press (A) to do so, then set the date and time, then press (A) to continue.
