The two-lane Hampton Roads Bridge-Tunnel opened in 1957. A two-lane set of parallel spans with a new tunnel was completed in 1976. The original two-lane tunnel was then dedicated for just westbound traffic. The sand for expanding South Island in 1976 was dredged from Willoughby Bank, a shoal east of the island.
