yeah you can just call nintendo. They'll ask you to verify a few things, then they'll transfer the licenses to your new system. and a system transfer takes as long as how many games you have. If you didn't have a lot downloaded to your system, it's fast. If you have a lot, it's longer. The idea is impossible because the premise of the CTRtransfer cannot be done without the CTRNAND, aka the CTRtransfer image. It cannot be dumped or extracted from a bricked NAND backup without either the bricked NAND's XORPADs or dumping it directly on the bricked 3DS from the soft side via Decrypt9WIP.
